Join IHLA for an educational seminar with Illinois State Police Narcotics & Currency Interdiction Task Force (NARCINT) Officers: Inspector Jason Scott, Retired Deputy Director David Torres, and K9 Officer Andrew Zakerski. NARCINT is an initiative through the Chicago High Intensity Drug Trafficking Area (HIDTA). Attendees will learn what suspicious behaviors to look for and how to minimize risk at their properties.
Program Speakers
Inspector Jason C. Scott
Jason Scott is a NARCINT Task Force Officer and has been employed as a police officer for 14 years in Wheaton, IL. He was assigned to the Investigation Unit of the Wheaton Police Department as a Narcotics Officer for over two years focusing on the investigation of felony narcotics, possession of narcotics, robbery, tobacco and alcohol offenses. Jason was also assigned to the patrol division of the Police Department for nine years.
David M. Torres
David Torres served with the Posen Police Department in Posen, Illinois for 36 years before his retirement in 2018. During that time, he served as a Patrol Officer, Juvenile Officer, Detective, Special Agent with the Cook County Metropolitan Enforcement Narcotics Group (NEMEG) and Sergeant. He also served as their Deputy Chief for three years and their Police Chief for nine years. For the past 16 years, David has been assigned to the NARCINT Task Force and for six years, he served as the NARCINT Task Force Deputy Director. During his tenure with the NARCINT Task Force, he has conducted and participated in numerous medium to high level narcotic and money laundering investigations, both short and long term. David has specialized in Hotel/Motel, Highway and Roadway Interdiction involving both Passenger and Commercial Motor Vehicles, Bus/Train/Airport Interdiction and Parcel Interdiction. David is also the Asset Forfeiture Coordinator for the Task Force, managing both their Federal and State Asset Forfeiture Program, and has assisted and instructed many State and Local Law Enforcement Agencies with Asset Forfeiture. He has also received many awards and has been honored for his efforts in drug enforcement.
Officer Andrew Zakerski
Andrew Zakerski has been employed by the Carol Stream Police Department for six years and has worked as an Inspector for the Illinois State Police for over two years. He is currently assigned as a K9 Officer to NARCINT where his duties include the investigation of felony narcotics, currency trafficking offenses and manufacturing/delivery of a controlled substance. Prior to Andrew’s career in law enforcement, he served four years in the U.S. Marine Corps.
